Rosleskhoz summed up its work in 2025
Rosleskhoz Head Ivan Sovetnikov reported to Russian Prime Minister Mikhail Mishustin on key results for 2025: the completion of the forest fire season, the development of the industry's digital infrastructure, and the implementation of the federal project "Forest Conservation."
Reduction in forest fire area
In 2025, the area burned by fire amounted to 4.3 million hectares—almost half the long-term average. Eighty-six percent of the total fire activity occurred in the Zabaikalsky Krai and Buryatia, where dry weather and difficult wind conditions set in in the spring. During the peak period, the entire federal forest firefighting team was concentrated in these regions.
Work continues to expand the forest fire suppression zone. In recent years, it has been increased by 200 million hectares, and monitoring route infrastructure is being developed. 5.3 billion rubles have been allocated for these purposes. in 2025, and another 5.6 billion rubles are planned for 2026.
Digitalization: Unified Forest Registry and the Federal State Information System for Forest Management
Since January 1, 2025, the state forest registry has been maintained centrally by Rosleskhoz—completely electronically, through the Federal State Information System for Forest Management.
For the first time, information on forest areas has been synchronized with the National Spatial Data System. Now, a single map displays forestry boundaries, land use, settlement areas, and Unified State Register of Real Estate (USRN) data.
Key results of digitalization:
- More than 1 million government services rendered through the FGIS LC;
- 6.5 million electronic accompanying documents (240 million m3 of timber);
- Real-time monitoring of 82,000 timber trucks.
The FGIS LC became one of the three leaders in the "Digital Service" category at the "Digital Solutions" forum.
Drones and AI in Forestry
Rosleskhoz is expanding the use of drones in both firefighting and forest management. The use of UAVs has already proven effective in forestry, conservation, and monitoring, and will create new high-tech jobs in the forestry sector.
Implementation of the federal project "Forest Conservation"
2025 is the first year of the updated project until 2030. Key results:
- 1.3 million hectares restored—308,000 hectares more than lost;
- Treatment was carried out on 826,000 hectares;
- 143 tons of forest plant seeds collected;
- A network of nurseries and genetic centers is actively developing;
- Russian forest firefighting equipment is being purchased.
Work is being carried out in both densely forested and traditionally sparsely forested regions. One example is the project to create a green belt around Elista in Kalmykia.
Forest lease revenues are increasing: from 41 billion rubles in 2020 to 58 billion rubles in 2025. The protected budget target for 2028 is 81 billion rubles.
Priority for 2026
The focus is on maximum control over the quality of reforestation and the efficient use of budgetary and extra-budgetary funds.
