Rosleskhoz exceeded its budget revenue plan for 2024
According to the Accounts Chamber, Rosleskhoz provided budget revenues in the amount of 51.4 billion rubles in 2024, which is 1.5% more than the established plan. Thus, the revenue plan was fulfilled by 101.5%.
At the same time, cash execution of expenses amounted to 98%, which is slightly below the 2023 level. Budget funds in the amount of 1.3 billion rubles remained unfulfilled. The reasons are incomplete development of subventions by regions, as well as failure to comply with the terms and conditions of contracts by contractors.
Among the 59 regions that fulfilled the planned indicators, the leaders were the Khanty-Mansi Autonomous Okrug - Yugra, the Sakha (Yakutia) and Komi Republics, Leningrad and Vologda Regions.
The audit showed that Rosleskhoz did not monitor forest revenues closely enough - as a result, forest users underpaid 1.2 billion rubles to the federal budget. In addition, when using 21.1 billion rubles allocated to fight forest fires, the planned indicators for extinguishing and efficiency were not achieved. The Accounts Chamber also identified violations in procurement, distribution of transfers and execution of state assignments.
