Rosleskhoz: Forestry sector funding will now depend on its revenues

Starting in 2026, funding for the forestry sector will be directly linked to its revenues for the first time. This was announced by Ivan Sovetnikov, head of the Federal Forestry Agency, during a meeting in Syktyvkar.

According to him, funding for 2026 has been increased, and wage increases for forestry workers are envisaged. Furthermore, over 10 billion rubles have been allocated to the regions for the creation of air units and the development of air patrol routes. However, additional funding will now depend on the fulfillment of revenue plans.

Ivan Sovetnikov, head of the Federal Forestry Agency: "Funding for 2026 activities has been increased, and we have also provided an increase in forestry workers' wages. We have transferred another 10 billion rubles to the regions for the creation of air units and air patrol routes. However, additional funding is now directly linked to the revenues the regions generate [from the forestry sector]. While in previous years it was unconditional, in 2026, funding will be linked to our revenues for the first time. If we don't meet our revenue targets, our expenses will be reduced. You all know the regional revenue plans—they are very strict and ambitious, but they must be 100% fulfilled."

The head of the agency also emphasized the need to support the forestry business and further reduce administrative barriers. Workers stand behind these enterprises, and in some cases, industry companies are city-forming.

Furthermore, in 2025, a law was passed granting state institutions the right to harvest timber. This mechanism, according to the head of Rosleskhoz, could become an additional source of revenue, and regions have been asked to study the possible economic impacts of its implementation.
