Russian President Approves Idea to Discuss Pellet Supplies to China at Intergovernmental Level

Russian President Vladimir Putin has approved the initiative to discuss the possibility of lifting the ban on pellet imports to China at the government level of the two countries. The issue was raised by Arkhangelsk Region Governor Alexander Tsybulsky during a meeting with the head of state.
After the closure of the European market, it is difficult for Russian pellet producers to reorient exports to the eastern direction. In China, legislation equates pellets with industrial waste, not with biofuel, which prevents their import. However, the Chinese market remains promising for Russian companies, and discussing the issue at the intergovernmental level can change the situation.
Development of domestic pellet consumption
Heat-generating facilities running on biofuel are already being actively introduced in the Arkhangelsk Region. In 2025, 20 new boiler houses will be launched in the region, 13 of which were produced by local enterprises.
Another region of the Northwestern Federal District is The Komi Republic received funding from the federal budget in the amount of 1.8 billion rubles for the implementation of similar projects. They are also expected to be completed this year.
Import substitution in the timber industry
The development of logging equipment production was also discussed at the meeting. In April 2025, the Arctic Industry company will begin production of Russian-designed harvester heads. In the first year, it is planned to produce 80 units, and then increase production to 200 units annually, which will almost completely meet the needs of the region's timber industry.
Technological sovereignty
The Arkhangelsk region continues to strengthen the engineering and scientific base of the industry. In the inter-university campus "Arctic Star" under construction in Arkhangelsk, will create a competence center for deep wood processing, which will strengthen the region's position in the field of advanced forestry technologies.
