The list of instructions of the President of the Russian Federation following the meeting with members of the Government has been published

The Kremlin website has published a list of instructions from the President of the Russian Federation following a meeting with members of the Government of the Russian Federation held on April 14, 2025.

Updating the Forestry Complex Development Strategy:

  • update the Forestry Complex Development Strategy with an extension until 2035;
  • include targets for stimulating domestic demand, export, technological development and import substitution;
  • prepare a roadmap for expanding the use of low-grade wood and pellets, set annual goals and provide state support for the modernization of boiler houses in the regions of the Northwestern, Siberian and Far Eastern Federal Districts.

Support for exports and investment projects:

  • develop measures for the export of products through the ports of the Northwestern Federal District, including annual subsidies for logistics;
  • ensure the possibility of exporting pellets to China;
  • amend the legislation concerning the lease of forest areas, conditions for early termination of contracts and development of the estimated cutting area;
  • support projects in sparsely forested regions and in regions with a high proportion of protective forests.

Infrastructure and monitoring:

  • simplify access to subsoil for the construction of forest roads;
  • optimize the rules for maintaining the forest register, amend information on the boundaries of cutting areas, species composition and harvesting volumes;
  • temporarily exempt from liability for untimely entry of data into the FGIS LK against the background of its revision;
  • support R & D for the development of genetically modified trees with specified properties to create forest plantations.

Working with Russian Railways:

  • increase the number of container trains for the timber industry complex;
  • synchronize logistics at railway stations and terminals;
  • submit proposals to increase the priority of transporting timber industry products.
