"OPORA RUSSIA" proposes to introduce a transition period for the FSIS LC system

The FGIS LK began operating on January 1, 2025, and almost immediately businesses faced a number of problems. In response to these difficulties, OPORA RUSSIA submitted a proposal to the Government of the Russian Federation to introduce a transition period until the end of March 2025 without imposing fines. Andrey Goncharov, First Vice President of the Russian Timber Association and Chairman of the OPORA RUSSIA Commission on the Forest Complex, noted that the initiative is aimed at supporting enterprises in the context of the system’s implementation. Why is this important?

Companies, especially small and medium-sized enterprises (SMEs), risk incurring significant losses due to incomplete data in the system and the lack of GLONASS equipment required to submit information. At the same time, significant fines are envisaged for inaccurate or incomplete data.

What is the essence of the proposal?

The transition period will allow bona fide forest users to avoid sanctions if they have done everything possible to comply with the law, but encountered objective difficulties. This concerns:

  • system failures;
  • delays in GLONASS equipment deliveries;
  • the need to adapt to new requirements.

Andrey Goncharov, First Vice President of the Russian Timber Association, Chairman of the OPORA RUSSIA Commission on the Forest Complex: “It is difficult to calculate the total negative effect on the industry today, but it is important to take into account that the amount of fines is significant, and there is also a risk of confiscation of equipment and timber. The main ones that may suffer are SMEs, whose share in timber procurement is about 50% of the total volume.".
