Improvements to forest legislation were discussed at the All-Russian Forum "Forests of Russia"

On September 24-25, the All-Russian Forum "Forests of Russia" was held in Nizhny Novgorod. In his report, Ivan Sovetnikov, head of the Federal Forestry Agency, emphasized that improving forest legislation is one of the agency's key areas of work and thanked the Government of the Russian Federation, the Ministry of Natural Resources, and the Federal Assembly for their joint work on rulemaking.
Law on Forest Roads
Starting September 1, 2026, a separate chapter dedicated to forest roads will be added to the Forest Code. It will define the classification, construction, and operation procedures for such facilities. The mechanism for constructing roads outside leased areas has been clarified, which will improve transport accessibility and reduce costs for forest users.
Law on Forest Seed Production
New forest seed production regulations came into effect in Russia on September 1, 2025. Now, only certified seeds and zoned planting material grown in nurseries are permitted for forest restoration. These changes are aimed at improving the quality of reforestation.
Law on Forest Amnesty
By the end of 2025, work to bring forestry boundaries into line with the Unified State Register of Real Estate (USRRE) data must be completed. Today, only 53 regions have completed uploading data to the FGIS Personal Accounting System; the rest must expedite the process.
Ivan Sovetnikov, Head of the Federal Forestry Agency: "I ask that the work on reviewing intersections between forest plots and land plots be expedited and completed by the end of this year. Currently, 76.5% of such plots have been reviewed, which indicates the need to step up the pace."
