Forest revenues increased by 14.3% in 2025

In 2025, federal budget revenues from forest use amounted to 62 billion rubles, a 14.3% increase from the previous year. Planned indicators were not only met but exceeded by 4 billion rubles.

The main sources of revenue were timber harvesting, geological exploration of the subsoil, construction of linear facilities, and recreational activities.

Anastasia Vinokurova, Deputy Head of the Federal Forestry Agency: “Last year, we exceeded planned federal budget revenues from forestry by 4 billion rubles. Of course, this was facilitated by effective administration of payments under lease and purchase agreements for forest stands, as well as quality control over forest resource use. This year, regions must maintain the pace and continue working in this area, paying particular attention to preventing forest tax arrears."

The leaders in revenue volumes were:

• Khanty-Mansi Autonomous Okrug - 6.5 billion rubles;

• Irkutsk Oblast - 4.8 billion rubles;

• Sakha Republic (Yakutia) - 4.1 billion rubles;

• Krasnoyarsk Krai - 3.4 billion rubles;

• Komi Republic - 2.7 billion rubles.

These regions are where the largest number of forest lease and sale agreements were concluded.
