The State Duma has adopted a law on forest climate projects

The State Duma has approved a law that sets out in the Forest Code the conditions for implementing forest climate projects. This innovation is aimed at using the climate-regulating potential of forests with the participation of businesses.

The law stipulates that projects will be implemented on the basis of agreements between Rosleskhoz and businesses. The agreement defines the boundaries and area of ​​the project territory, as well as the types, volumes and timing of activities carried out within its framework.

Ivan Sovetnikov, head of Rosleskhoz: “Forests play an important role in stabilizing the climate on our planet, since they are one of the main carbon sinks. Legislative regulation of forest climate projects is a key step in the fight against climate change, it also helps to involve businesses in the management of forest resources and achieve carbon neutrality. I am confident that these changes will allow us to more effectively reduce greenhouse gas emissions and increase carbon absorption by forests, which will benefit both the environment and the country's economy.".

When can an agreement be refused?

A refusal is possible if the project activities do not comply with the requirements of forest legislation, the information about the project is unreliable or incomplete, or there is no consent from forest users and other interested parties.

Grounds for terminating the agreement

The agreement may be terminated if the project has not been included in the register of carbon units within five years or if the business does not carry out the envisaged activities.

The adopted law will be an important step towards the sustainable development of forest resources, combining environmental and economic benefits.
