Wooden housing construction: The Federation Council outlined measures to develop the industry.
The Federation Council proposed expanding the use of wooden structures in the construction of socially significant facilities across the country. Senators believe that wooden technologies can become the basis for the construction of kindergartens, schools, administrative buildings, and first aid posts, as well as for the restoration of infrastructure in new territories of the Russian Federation.
Proposals for the further development of the industry were presented by Andrey Shevchenko, Chairman of the Federation Council Committee on Federal Structure, Regional Policy, Local Government, and Northern Affairs.
The Growing Individual Housing Construction Segment and the Potential of Wooden Housing
Individual housing construction remains a key driver of the construction industry. In 2024, individual housing construction accounted for 58% of all housing built—62 million m². Meanwhile, wooden housing construction (individual and multi-apartment) reached 17.2 million m² (16% of the total). The segment showed a 9.5% increase by 2023.
The construction industry development strategy calls for mass construction of individual housing using industrial methods. However, only 13 low-rise residential complexes in ten regions of Russia are currently under construction. The main reason is the location of such projects on the outskirts of cities, far from infrastructure. Senators propose stimulating integrated individual construction through KRT mechanisms, synchronizing master plans and territorial planning schemes.
New program for the development of wooden housing
The Russian Government is preparing a new long-term program for the development of wooden housing. According to the Federation Council, the industry requires systemic support: stable demand for prefabricated houses will allow companies to plan their workload, modernize their capacities, and develop industrial production.
The Federation Council's proposals include:
- large-scale construction of social infrastructure using wooden structures—kindergartens, schools, first aid posts, administrative buildings, and guest houses;
- use of wooden technologies in the restoration of facilities in annexed territories;
- creation of guaranteed government demand for factories through government procurement programs and long-term projects.
The Federation Council notes that with a stable volume of orders, industrial wooden construction will be able to develop at an accelerated pace, providing the regions with modern and energy-efficient facilities.
