The State Duma discussed the issues of wooden housing construction

Today, January 24, the State Duma hosted a working meeting of the Committee on Ecology, Natural Resources and Environmental Protection on the issue of wooden housing construction. The Russian Forest Association was represented at the meeting by First Vice-President Andrey Goncharov.

Recall that last week, during a meeting on the development of the forest complex, Deputy Prime Minister Victoria Abramchenko instructed to work out the use of preferential mortgage programs for wooden house kits in individual housing construction.

As noted during the meeting, the main reasons that hinder the development of wooden housing construction, including multi-storey buildings, are outdated regulatory regulation and the lack of measures to support this industry, and the share of wooden housing construction in the volume of housing being built in Russia does not exceed 10%.

Dmitry Kobylkin, Chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection: “As a result, with a general high demand for wooden housing construction, a large share - more than 50% - falls on the so-called gray market. According to experts, the total volume in financial terms is about 400 billion rubles.”.

Representatives of the Russian Forest Association announced their own list of proposals for the development of the wooden housing market:

  • The introduction of quotas for wooden housing construction as part of a program to subsidize the improvement of the living conditions of citizens who live in rural areas, including young families and young professionals (in addition to existing programs).
  • Improving the procedure for allocating wood to the population for the purpose of individual housing construction or instead of allocating wood - the transfer of a wooden house kit (subject to the transparency of all procedures).
  • Development of a program for the creation of "wooden" microdistricts in cities, with a full range of social infrastructure (built with the maximum possible use of elements of wooden housing construction).
  • Creation of programs for the development of low-rise construction in the constituent entities of the Russian Federation, in which the share of such construction is less than the national one.

Until the end of the week, the Committee is waiting for proposals from the participants of the meeting, after elaboration they will be sent to the Government of the Russian Federation.
