Association "Russian Forest" took part in the meeting of the Expert Council on the forest complex in the State Duma

On July 5, representatives of the Russian Forest Association took part in a working meeting of the Expert Council on the issues of the forest complex, woodworking and pulp and paper industry under the State Duma Committee on Industry and Trade.

The central topic of the meeting was the improvement of legislation in the field of priority investment projects (PIP) in the field of forest development and the reduction of risks for investors.

To date, the following measures have been taken in order to minimize risks in the forest industry:

  • The deadline for commissioning the FSIS LC has been postponed for two years, which removes the additional burden on the business of equipping GLONASS vehicles.
  • Until May 1, 2024, the deadlines for harvesting and exporting timber according to forest declarations submitted before May 1, 2022 have been extended.
  • Scheduled inspections in 2022 on supervision of timber turnover and forest supervision have been canceled.
  • Rosleskhoz has approved a forest management plan for 2022, which identifies economically active forestry regions where the PIP is being implemented.
  • Rosleskhoz, together with the Ministry of Natural Resources, has prepared a draft law, according to which, until December 31, 2024, the ban on leasing forest plots for timber harvesting is lifted if the forest inventory was carried out more than ten years ago.

The measures taken will allow the authorities of the constituent entities of the Russian Federation to more actively hold auctions and forest competitions, increasing budget revenues, and businesses to reduce costs in conditions of market instability.
