The forum was organized under the auspices of the State Duma of the Russian Federation with the support of the Federal Forestry Agency of Russia, the Ministry of Agriculture of Russia, and the Government of Ugra. According to the organizers of the Forum, such «visiting» forums allow to present the best forest management practices in the regions, «on the ground» to discuss the effectiveness of the work of forest legislation. Most importantly, specific steps will be identified to improve it, including for the development of new directions for the use of forest resources.

«Forestry and woodworking industries are among the key ones in the market specialization of the Urals and significantly influence the development of the district. Here, forests are diverse, therefore, in addition to traditional types of forest management, the collection and processing of wild plants, as well as hunting, play a special role in the development of the economy», - said Nikolai Nikolayev, Chairman of the Forum Organizing Committee, Chairman of the State Duma Committee on Natural Resources, Property and Land Relations.

The National Association of Timber Industry «Russian Forest» took part in the work of Site 1 of the Forest Complex of Russia. The representative of the Association, Igor Novoselov, prepared a report on the need to develop the domestic market for bioenergy on wood fuel.

«In Russia there are no working mechanisms that would allow launching the implementation of bioenergy projects at the regional and municipal levels, - noted Igor Novosyolov in his report. - It is necessary to analyze the situation in forest-abundant and non-gasified areas and to develop a state program to stimulate the implementation of bio-energy wood fuel projects. Such a direction could be the transfer of inefficient boiler houses with low efficiency from coal or fuel oil to wood fuel».

The next support measure may be to provide privileged categories of the population with compensations for the purchase of fuel pellets and subsidizing of transportation costs for the delivery of wood fuel to the final consumer.

Specific proposals of the National Association of Timber Industry «Russian Forest» on measures to improve legislation in terms of supporting the woody bioenergy sector were included in the final resolution of the Forum.

Recall that the first stage of the National Forestry Forum was held in the Volga Federal District - in Izhevsk, the second - in Khanty-Mansiysk, and its subsequent stages will be Khabarovsk, Barnaul, Petrozavodsk. The final stage will be held in Moscow in September.
