The State Duma Committee on Natural Resources, Property and Land Relations, in conjunction with the Duma Committee on Ecology and Environmental Protection, held on Tuesday, November 13, parliamentary hearings on legislative support for the national project "Ecology". In addition to State Duma deputies, they were attended by representatives of relevant federal executive bodies, public organizations, the business community, and science.

According to the chairman of the Duma Committee on Natural Resources, Property and Land Relations, Nikolay Nikolayev, «the national project «Ecology» is the base for the implementation of all other federal projects». «If there is a good ecology, there will be health among citizens, there will be good products, there will be overall well-being in society. The national project «Ecology» reflects the goals set in the Presidential Decree, and we must understand how the government plans to achieve these goals», - he said.

«The achievement of the tasks laid down in the national project «Ecology» and the solution of all the questions raised in it are impossible without appropriate support at the legislative level," the head of the Duma committee stressed. In addition, according to the parliamentarian, "it is necessary to ensure that the goals of the national project remain unchanged». «I want to note that the adjustment of target indicators is serious slyness, since the goals set by the president were not based on the existing possibilities, but on the needs of the state and society», - Nikolaev said.

«I propose first of all with regard to such a major national project as «Ecology», to declare a moratorium on changes to any target indicators during its implementation. We need simple and understandable criteria for assessing how the goals will be achieved», - said the deputy.

Dmitry Kobylkin, Minister of Natural Resources and Environment, thanked for holding parliamentary hearings. According to him, «the tasks set by the Presidential Decree today are very complex, but it is obvious to everyone that this needs to be addressed». «And it's good that we shed as much light on this as possible. We will definitely have a large number of questions on the way», — the head of the Ministry of Environment noted.

Ivan Sukhorukov, Vice-President of the National Association of Timber Industry «Russian Forest», raised the most important issue for the Russian forest industry regarding the prospects for building forest seed-breeding centers based on the principles of public-private partnership and expressed interest in participating in these initiatives on behalf of the forest business. Recall that at the Ministry of Environment created a working expert group that coordinates projects on public-private partnership in the field of ecology and nature conservation legislation.
