Participants in the parliamentary hearings held in the State Duma on September 14, 2018 on the topic «Problems and prospects for legislative regulation of multipurpose use of forest resources» - recommend that the Government, as well as deputies of the lower house of parliament and members of the Federation Council, strengthen responsibility for illegal hunting and trafficking in such products. by. In addition, following the hearings, the attention of the Cabinet was drawn to the importance of developing proposals for creating a unified state geo-information system, as well as an all-Russian environmental organization that will deal with environmental issues and environmental management on an integrated basis. This is stated in the recommendations prepared at the end of the hearings. The event was organized by the State Duma Committee on Natural Resources, Property and Land Relations.

In the document, the Federal Assembly of the Russian Federation and the Government of the Russian Federation, in particular, recommend «to develop and introduce amendments to the Criminal Code of the Russian Federation in part to toughen the responsibility for illegal hunting and illegal trafficking of hunting products, as well as to improve the use of measures for confiscating forest equipment wood».

The participants of the hearings also recommend the Cabinet and the Ministry of Natural Resources and Ecology of the Russian Federation «to develop technically and economically sound proposals for creating a unified state geographic information system providing complete, reliable and publicly available information support for managing the forest industry and the timber industry complex». 

The document also speaks about the importance of supporting the development of procurement offices, where citizens will be able to donate berries, mushrooms and other wild plants collected in the forest for money. The corresponding bill was previously submitted to the State Duma by a group of deputies from the United Russia faction headed by Nikolay Nikolayev, chairman of the core committee on natural resources, property and land relations. Thus, the Cabinet is recommended to «develop measures to support the development of a network of receiving and procuring points of consumer cooperation, purchasing non-timber forest food resources, medicinal plants from the population, additional measures to involve shareholders of consumer societies in a single chain of harvesting, processing and marketing of wild-growing plants».

According to the results of the hearings in the State Duma, the Government and the Federal Assembly of the Russian Federation are recommended «to develop proposals for the creation of an all-Russian environmental organization that will deal with issues of environmental conservation and environmental management».

The parliamentary hearings «Problems and prospects of legislative regulation of multipurpose use of forest resources» were the outcome of the National Forest Forum, which was held in five stages in different regions of Russia.

Recall that in the framework of the Parliamentary hearings, the National Association of Timber Industry «Russian Forest» presented the position of the professional industry community. In his report, Ivan Sukhorukov, vice president of the National Association of Timber Industry «Russian Forest», outlined the main pain points faced by timbermen, forest users, and members of the National Association of Timbermen Russian Forest. The report was devoted to the problem of utilization of wood waste, the construction of forest roads, the depletion of forest resources for the needs of the forestry complex.

In the near future, the Russian Timber National Association of Timber Producers, with the support of the State Duma Committee on Natural Resources, Property and Land Relations and the Federal Forestry Agency, plans to continue work on consolidating views on improving the forest legislation of the Russian Federation and carrying out a number of relevant measures.
