The meeting on improving the efficiency of forest development was chaired by Dmitry Kobylkin, Minister of Natural Resources and Environment of the Russian Federation.

The meeting was attended by the Chairman of the Committee on Natural Resources, Property and Land Relations of the State Duma of the Russian Federation Nikolay Nikolayev, Director of the Department of Light Industry and Forest Industry Complex of the Ministry of Industry and Trade of Russia Yevgeny Ryzhov.

The main report was made by the Director of the Department of State Policy and Regulation in the Field of Forest Resources and Hunting Economy of the Ministry of Natural Resources of Russia Andrei Gribennikov.

Addressing the meeting participants, D. Kobylkin recalled that in order to increase the investment attractiveness of the forest sector of the economy, preserve the global role of the forests of Russia, and ensure sustainable socio-economic development of the territories, a significant number of legal norms that take into account the fundamental principles have been adopted to the present. In addition, the May Decree of the President of the country among the environmental priorities is the preservation and reproduction of forests. The measures to execute the order were included in the national project «Ecology» within the framework of the federal priority «Preservation of forests».

The Minister stressed that «the key goal of the whole program of action is to achieve a balance of retirement and reproduction in the ratio of 100%». Another issue for discussion, on which attention was focused, is the problems associated with the implementation by tenants of measures for the protection, preservation and reproduction of forests.

«The concept of efficiency for each of the parties is different: for business it is making a profit, for us it is sustainable management of the industry. It is necessary to bring these tasks as close as possible. Please share what difficulties prevent forest users from responsibly treating law enforcement practice? Of course, there are new requirements, and the transition to execution is obligatory», - D. Kobylkin said.

At present, the Ministry of Natural Resources of Russia has created and is implementing a mechanism for concluding new lease agreements for forest parcels with bona fide tenants on the basis of standardized model documents for all regions, which was not the case before. According to the results of consideration of applications, 1,624 contracts were updated.

In addition, the Ministry of Natural Resources and Environment of Russia is implementing a project to intensify the use and reproduction of forests, aimed at solving the problem of a shortage of forest resources in the most industrially developed areas of deep wood processing enterprises. The orders of the Ministry of Natural Resources of Russia allocated 7 pilot forest regions (Dvinsko-Vychegodsky taiga region (Arkhangelsk region, Komi Republic), Baltic-Belozersky taiga region (Leningrad and Vologda regions), Karelian taiga and Karelian north-taiga regions (Republic of Karelia), Middle Angarsk taiga region (Irkutsk region), Nizhneangarsky taiga region (Krasnoyarsk Territory), West Ural taiga region (Perm Territory, Komi Republic).

 

To date, new regional forestry standards for reforestation and forest care have been defined for 4 pilot forest areas (Dvina-Vychegodsky Taiga Forest Area, Baltic-Belozersky Taiga Forest Area, Sredneangarsky Taiga Forest Area, Baikal Mountain Forest Area).

Systemic measures to achieve a balance of retirement and reproduction of forests are provided for by the federal project «Forest conservation» as part of the national project «Ecology».

So, by 2024, the Ministry of Natural Resources of Russia plans to increase the area of reforestation to 1 million 550 thousand hectares. per year, including those on leased forest areas - up to 1,244 thousand hectares per year. It is planned to increase the area of artificial reforestation to 310 thousand hectares per year.

The meeting also addressed the issue of upgrading the material and technical base. To enhance the capacity of regional state institutions, specialized forestry equipment and equipment for reforestation and afforestation in forest areas not leased provides for the allocation of additional funding in the amount of about 3 billion rubles for the project, i.e. until 2024

Each meeting participant expressed his vision of the development of the industry and interaction. The final protocol will contain proposals from all participants.
