The Association position on measures to implement the ban on the unprocessed and roughly processed wood export from Russia

On June 24, 2021, a round table was held at the Federation Council to discuss economic measures aimed at implementing the ban on the export of unprocessed and roughly processed wood of coniferous and valuable deciduous species from the Russian Federation. Andrey Goncharov, vice-president of the «Russian Forest» association, took part in the discussion.

The National Association of Timber Industry «Russian Forest» is proposing the creation of state-owned pulp and paper mills (PPM) in the Far East regions for processing small-sized and pulpwood, which cannot be exported from January 1, 2022.

In addition, the Association proposes to provide benefits and subsidies from the federal budget for logging companies, who will make a decision to build processing facilities within three years. Such measures are necessary to maintain the rate of timber harvesting in the constituent entities at a stable level.

The «Russian Forest» Association, together with business and industry associations, is working on a proposal for the implementation of additional economic measures in the «forest» regions of Russia. Proposals will be sent to regulators for review in mid-July 2021.
